Hugh S. Short, Co-Founder and Chairman/CEO
Hugh S. Short has led over $650 million in transactions closed on debt and equity and is responsible for over $500 million in investments in oil, gas, real estate, mining and Alaska infrastructure. Prior to co-founding Pt Capital, Hugh was president and CEO of Alaska Growth Capital BIDCO, Inc., a subsidiary of Arctic Slope Regional Corporation. Alaska Governor Sean Parnell appointed Short to the Alaska Industrial Development Authority (AIDEA) and the Alaska Energy Authority in 2011. Shortly thereafter, he was appointed chairman of AIDEA and led the multi-billion state-owned investment bank. During his two-year tenure as chairman, more than $530 million in capital and associated contributions by partners were appropriated; in addition the board approved due diligence on another $295 million in infrastructure development projects, including the first investments in offshore drilling rigs. Hugh also served as the mayor of Bethel, Alaska from 2002 to 2004, and is a board member for Rural Energy Enterprises and United Utilities, Inc., a subsidiary of General Communication, Inc. (NASDAQ:GNCMA). Short received a bachelor’s in political science from the University of Alaska Anchorage.
Mead Treadwell, President
Prior to joining Pt Capital, Mead Treadwell served as Alaska’s lieutenant governor and was a candidate for U.S. Senate. Mead is recognized as one of the world’s Arctic policy experts. He was appointed to the U.S. Arctic Research Commission by President George W. Bush, and designated as chair under President’s Bush and Obama. Mead served in the cabinet of Alaska Governor Wally Hickel and led Alaska’s efforts to build circumpolar cooperation through the eight nation Arctic Environmental Protection Strategy. Mead has been actively involved in numerous Arctic policy focused organizations, including: Institute of the North, the Aspen Institute, the Hoover Institution at Stanford University, the Arctic Circle, and the World Economic Forum’s Global Action Council on the Arctic.
As an entrepreneur and investor, Mead has served in numerous Board and executive leadership roles in Alaska resource development, telecommunications, and information technology companies that created innovative programs like “Street view” ® for Google.
Mead is a graduate of Yale University and the Harvard Business School.

Clayton W. Bourne spent over four years as the senior vice president of finance at Alaska Growth Capital BIDCO, where he managed all accounting and compliance duties. Clayton assisted in managing its $180 million portfolio, including over $90 million in New Markets Tax Credits. Prior to that, he was an audit manager with KPMG, LLP, where his portfolio included some of the largest Alaska-based companies, including regional Native corporations and banking institutions. Clayton earned a master’s in accountancy and a bachelor’s in business accounting from Montana State University.

Prior to joining Pt Capital, Sarah L. Lukin was the Senior Vice President of Corporate Affairs for Afognak Native Corporation were she was responsible for government and media affairs, rural economic development, and Native strategic partnerships. She has twelve years of Congressional and federal regulatory affairs experience and has led diverse teams through significant organizational change and growth. She served as the Executive Director and a Board Member of the Native American Contractors Association, a national trade organization, that represents Alaska Native Corporations, Tribes, and Native Hawaiian Organizations on indigenous business policy issues. Today, Sarah is a board member of Afognak Native Corporation – the eighth largest business in Alaska, a member of the Alaska Native Village Corporation Association Legislative Committee, and a member of the University of Alaska Anchorage Alaska Native Business Management Program Advisory Committee. Sarah earned bachelors and masters degrees from the University of Alaska, and a certificate in Alaska Native executive leadership from Alaska Pacific University. She is Alutiiq from the Native Village of Port Lions, Alaska.

Francisco J. Sanchez was the Under Secretary of Commerce for International Trade at the Department of Commerce (2009-2013) and appointed by President Obama to the Congressional-Executive Commission on the People’s Republic of China. As Under Secretary, Francisco played a leadership role in advancing President Obama’s National Export Initiative, an initiative designed to grow exports abroad while creating and supporting American jobs. As the head of the International Trade Administration, Francisco oversaw the development of U.S. trade policy, promoted U.S. companies in the global economy, strengthened the American competitiveness across all industries, addressed market access and compliance issues, and administered U.S. trade laws. Francisco graduated with a B.A. from Florida State University in 1982. In 1986, he received his J.D. from Florida State University College of Law. He earned a Master of Public Policy from Harvard University in 1993.

Richard M. Monroe spent over 30 years as a leader in banking at the largest institutions in the Pacific Northwest and Alaska, including Wells Fargo Trust Company and Bank of America. Most recently, he was chief investment officer of the Coastal Villages Region Fund (CVRF). During his five-year tenure, CVRF’s net worth increased from $61 million to $261 million. Richard has extensive experience in public finance, capital markets, M&A, and domestic and international banking. Richard earned a bachelor’s in business administration with a specialization in finance from the University of Puget Sound.

Steve Rieger has 36 years of experience in investment banking, corporate finance and financial advisory services. Steve brings Pt Capital significant insights through his executive management background in the public and private sectors. During his tenure at Crowley Maritime Corporation, he worked extensively on a startup and expansions of common carrier services in Hawaii, Alaska, and the Pacific Northwest. He also served as Trustee of the Alaska Permanent Fund at a time when the Fund was approaching $45 billion in market value. Throughout his consulting career, he was actively engaged in acquisitions and divestitures with a total transaction value of over $70 million, and numerous debt financings or restructures. In addition, Steve has managed operating company portfolios and investment portfolios for corporate clients with an aggregate market value of over $150 million. Steve holds a Bachelor of Arts in Economics from Harvard College, and an MBA from Harvard Business School.

Prior to joining Pt Capital, John Guthrie was a Senior Commercial Credit Analyst with Wells Fargo Bank Alaska, responsible for financial and operational analysis of middle-market businesses, authoring reports used by senior management to make credit decisions, monitoring borrower compliance, and assisting with loan and covenant structuring. John started his career with Wells Fargo Bank where he worked for 12 years and held various roles including Management Trainee, Business Associate, Business Relationship Manger, and Credit Analyst. Nine years were spent with Wells Fargo Bank Alaska and three were with the Wells Fargo Regional Commercial Banking Office in Austin, Texas. John earned a bachelor’s in business administration with an accounting emphasis from the University of Montana.
J. A. Michael Moore,

J. A. Michael Moore was the Senior Director of Finance for Cook Inlet Tribal Council (CITC), where his responsibilities included managing the social enterprise division of six clients with assets over $70 million. He oversaw the daily functions of the clients and assumed CFO responsibilities for the companies. Prior to CITC, Michael worked as the controller for the Arctic Slope Native Association located in Barrow, Alaska. Prior to that Michael worked for the public accounting firms Deloitte & Touche and KPMG. He graduated with a Bachelor of Science in Accounting from Alaska Pacific University and a Master of Business Administration from Washington State University.
Kevin Payne, Associate
Prior to joining Pt Capital, Kevin Payne was a Credit Risk Associate with J.P. Morgan in Houston, Texas, responsible for managing a portfolio of oil and gas investment banking clients. His experience spans all oil and gas sectors, including exploration and production, midstream, oilfield services, and refining. He has worked on numerous transactions across M&A, IPOs, capital markets issuances, and volumetric production payments. Prior to J.P. Morgan, Kevin worked as a Credit Risk Analyst with SunTrust Robinson Humphrey, an investment bank based in Atlanta, Georgia. Kevin earned both Master’s and Bachelor’s degrees in economics from Clemson University, and he is a CFA® charterholder.
Yishu Xu, Analyst
Prior to joining Pt Capital, Yishu Xu worked in portfolio operations at McKinley Capital Management, the largest equity-trading firm in Alaska, where she oversaw the reconciliation and international trade settlement for both retail and institutional clients. Yishu started her investment career at Alaska Pacific University where she worked with a team to actively manage the University Endowment. She served as an Intern at Alaska Permanent Fund Corporation in partnership with Crestline Investors, a leading hedge fund company in Texas, specializing in Fund of Funds investing. Yishu earned a bachelor’s degree from East China Normal University and a Masters of Business Administration from Alaska Pacific University. She speaks fluent English, Chinese and Shanghainese.
